Users authentication is a subject of high importance and usually the Users authenticate themselves through password autocomplete. Because this way to authenticate is very important for the system usage security, the autocomplete password has become configurable. So if this setting is enabled the users will always need to fill their usernames and passwords even if they somewhere in time have saved the password.
